Four layers, in this order
Servers die from launching with everything at once. Get the core stable with five people, then add the world, then the services, then the feel.
Layer 1 · Core
Framework & database
Identity, inventory, economy and jobs. One framework, committed to — half of every server’s bugs come from running two at once.
Layer 2 · World
Map, weather & props
The city has to be worth driving through. Roads that make sense, weather that changes, signage that still glows at 2am.
Layer 3 · Services
Police, EMS & dispatch
Emergency roleplay is the spine of a serious server — and records have to be permission-checked server-side, or they will be forged.
Layer 4 · Feel
Vehicles, audio & characters
Handling, radio and peds are what players actually remember. Balanced for roleplay, not for deathmatch scores.

Four things every good server gets right
Whitelist for consistency, not exclusivity
The point is people who show up in character twice. Publish your bar, then apply it the same way every time.
Server-side authority, always
If a client can send it, a client can forge it. Money, records and inventory writes get validated on the server or they get exploited.
Fewer resources, better understood
A server running thirty resources its staff can debug beats one running two hundred nobody can.
Write the world down
Factions, history, the unwritten rules. Code is replaceable between engines; the fiction is what your community actually follows.

The library fills up as resources are tested and written up, in public. The community channels for that are not open yet — the guides are, and they carry the same thinking.
